關注廣深港高速鐵路對華景山莊之影响

從二○○○年中, 外子, 我, 及么兒從美國回流返港,便住在華景山莊, 不覺已住了接近十年. 我們都很喜歡這個屋村, 因為這裡環境寧靜, 風景怡人, 空氣清新, 往返市區, 購物也很方便.

於年初便聽得規劃中的廣深港高速鐵路 (高鐵)走線將會穿越華景山莊, 我一直心焦如焚. 害怕鐵路帶來噪音和污染, 但又不知從何入手, 表達不滿.

二00九年七月廿四晚於華景山莊會議室, 出席了由港鐵及一衆政府官員所主持的 ‘高鐵咨詢會’, 發覺出席的居民並不多, 在Q&A時刻, 居民提出的問題 ,不是得不到答案,便是接收一堆官式說法, (卽說了如白說) 我終於見識了何謂官僚.  這那是咨詢? 說白點: 此事乃長官意志主導一切, 凌駕於市民意願上.  汝等草民接受也好, 拒絕也罷, 一切照旣定策劃而行, 那管蟻民死活 (見附圖1).

即晚, 我在網上搜尋了一些高鐵的資料, 發覺又是另一假大空之作.  翌日又從華景管業處, 擠多一點資料.

在這兒, 先要感謝我們的業主委員會主席(全邨), 林光輝先生,及第廿一座的業主委員會主席, 莫華操先生, 在過去數月的努力, 與政府不同部門周旋.  他倆的訴求很卑微, 只不過提出把鐵路走線向外移三十米, 那邊山頭旣無民居, 亦無其他建筑物, 多月來從未收到任何正面答覆. 更令人驚愕的是, 他倆的努力, 完全得不到本邨居民的支持.

從那些會議紀錄,我發現他倆差不多是單打獨鬥, 因為每次他們與有關部門開會, 華景方面的出席人士, 聊聊可數, 歴史和經驗告訴我們, 人數絕對起關鍵性作用.  (例子: 二○○三年夏之五十萬人上街, 成功阻止了廿三條立法 )

在此事上, 華景管業處做得極之不足. 為何不向全邨發通告, 懇求 A1到廿一座所有居民, 携手支持林先生及莫先生的行動, 特別在簽名支持將鐵路走線外移一事上, 本邨很多居民根本不知情.

我很好奇, 何以去年, 為全邨大翻修之事,管業處如此積極, 要每座的管理員再三提醒住客, 務求全邨居民出席大會.  反觀今時, 這擬建的鐵路, 將為本邨帶來更深遠之影响, 而管業處卻如此’低調’ 處理.  令人不免懷疑: 是否有油水可斂之事, 必悉心戮力以赴, 否則, 便放軟手腳.  若實情如此, 這管理公司, 也未免太欠商業道德啦!

像2009/7/24晚的會議, 我若非在電梯內看見通告, 也不會參予.  約一星期後, 我留意到有關此會議的資料, 被掛在大厦大堂的一個隱閉角落, 備受冷落, 故此許多住客都忽畧了這些資料的重要性.

從七月廿五日到今天 (四星期內), 我跟很多華景街坊談過, 超過半數人不知高鐵會穿越第廿一座地基, 遑論在第十七座旁, 會築另一緊急通道, 將鐵路走線與在葵涌的通風樓連系起來,  像一枚回力鏢, 盤踞在本邨的西北面 (請看附圖2) 這條鐵路不但破壞華景的環境, 更會大大影響此邨的樓價.

在此, 我希望各座業主委員會主席, 盡力聯絡同座之業主或住客, 提醒居民此事已刻不容緩, 我們必須像石崗菜园村的居民, 同心携手向政府爭取我們的權益.

The ride from Cheung Sha Wan MTR exit to Wonderland Villas Estate (WV) is an extraordinary experience.  The roads in Cheung Sha Wan and Lai Chi Kok are always congested and full of noises, buzzing and hustling, however, once the car turns into Lai King Hill Road, the scenery are really breath-taking.   Watching different type of trees on one side, and the skyscrapers on both sides of the harbor right beneath one’s feet is a definite knock out.  Sometimes one could even hear the birds chirping in the trees.  WV is a place where one can enjoy kind of country life, yet not far from the city center.

I have been residing in WV since mid 2000 after 10 years away from Hong Kong.  I enjoy the fresh air, the scenery, and most important of all – the serenity of the area.  The longer I stay, the more I love this place. I could proudly say, this is my home, my castle!

Learning recently that the proposed Guangzhou-Shenzhen-Hongkong Express Rail (Express Rail) will be running through the area, my heart sank. This means good-bye to serenity and fresh air.

The presentation made by MTR Rep in WV Conference on 7/24/2009, had further confirmed my doubts.  That was quite a first-hand experience of close encounter of bureaucrats.  We saw a team of officials from various subsidiaries of the SAR Development Department sit on the stage, providing standard answers, mostly negative ones, mechanically to the meager group of audience.

After the meeting, I surfed the net and try to get some information on this Express Rail, like most of the recent government projects, it was another construction planned on the High Official’s will than necessity.  The budget was not clear, and the statistics on Environment impact was a total lie.

The next morning, I tried to squeeze more information from WV Management Office, and found that there were not too many WV residents aware of the bad impact this rail might bring.   It was shown in the number of presence at various meetings between our representatives and the authorities.

Many thanks to Mr. Lam, Chairman of WV Estate Owners’ Committee, and Mr. Mok, Chairman of Block 21, who tried every effort to negotiate with the authorities to move this rail line 30 meters from the foundation of Block 21.  Mr. Lam and Mr. Mok have dealt with these poker faces of various government departments almost single-handedly in the past few months, and they deserve some applauses and recognition from all of the WV residents.  It was a very humble request they have made:  have the rail line moved about 30 meter away, where there is absolutely no buildings at all, instead of running through directly beneath the foundation of Block 21.

The moral of history and our experience showed one truth:  Number of Presence is significant.  (Avery good example:  the half million people that took to the street in Year 2003 summer successfully deferred and suspended indefinitely the passing of the Legislation Act 23).  The WV Management did a very bad job on this Express Rail issue.  They could have encouraged more residents to come out to support Mr, Lam and Mr. Mok in various meetings.  Had the management company done what they should, the result of the signing of the petition (to have the rail line moved 30 meters away) would be different.

It was a big contrast to what they did in summer of 2008.  The enthusiasm they had shown on the renovation issue was amazing:  all the concierges of each building of the WV, would remind all residents repeatedly, to ensure a good presence at the All-Estate Meeting. I am curious why the WV Management Office handled this Express Rail issue with such a ‘low-profile’.  It is an issue of far more importance, and cause worse impact on WV Estate than the face-lifting issue of the buildings.  I could not help to suspect that the Management Office had never bear our interests in mind, and all they care was whether the project was a profit-making one.  Should my suspicion theory turn out to be true, this company has No Business Integrity at all, and it does not deserve our business any more.

From 7/24/2009 to date (about 4 weeks), I had talked to the neighbors whenever I met them, be it on the mini-bus, the jogging tracks, and the Taichi classes; I found that the majority of them were ignorant about this Express Rail issue.

After a week or so, a copy of the 7/24/2009 briefing material, was hung inconspicuously in a corner of the lobby, arouse no interest at all.

Kindly note that should this construction plan is approved (a tunnel directly running through about 200 meter beneath Block 21, and another tunnel near Block 17, linking up the rail tunnel and the ventilation block in Kwai Chung like a boomerang), the whole WV Estate would be affected far worse than we could ever imagine.  This issue must be made widely known by all residents of WV, it is much more important than installing new pipes, hoses, and costs of renovation.   We could flex our muscle to the authorities if we could get our residents joined as the support group.   To ensure that our voice would be heard, we should try to get as much media attention as possible, like Choi Yuen Village of Shek Kong.

Given the urgency of the matter, may I suggest that Mr. Lam and Mr. Mok to call a meeting with all other committee members, requesting each chairman to notify the residents of his/her own block about this issue a.s.a.p.  If needed, get assistance/legal advice from LegCo councilors.  Also, reach out to other victims made in the construction of this Express Rail out there.  We should consider joint force with them to pressurize this brainless transportation plan.

I sincerely hope that all WV residents would join together to protect the good quality of our home.
