諮詢與抗議 (12-29-09 剪報)

假諮詢, 最可恨! 當權者搞的一些論壇, 實質上是一些不容許發問的分組討論活動。 在場的官員既不回應問題,顧問公司亦不願與參與者對話。 如此諮詢只是一個騙局, 利用參加者佯裝諮詢,實在令人憤怒!

十二月十八日下午,過千名來自不同背景,但卻沒有直接利益的年輕人,在立法會門外苦行、示威。表面上是反對興建高鐵撥款,保衛菜園村,而在其行動背後所表達的,乃是與當權者完全不同的價值。對於經濟進步論,相信不會有太多人是完全反對的,然而除此之外,是否有其他值得大家追求和為此付出的價值考慮?本來在一個多元社會,有不同觀點與價值觀是最正常不過。而我們一直都相信,年輕人對處境的敏感和反省,創新意念與衝勁,都是社會重要的前進動力;年輕人不是當權者,我們會為他們爭取發言權,好讓意見能夠被聽見和重視。

而在回歸後成長的新一代年輕人,他們對香港本土的認同和關切,是遠超過去幾代人的。他們對香港未來的思考和尋問,是那些以為有錢搵就社會安定的既得利益者所不明白的。可惜的是,我們的當權者完全沒有想過,要認真聆聽年輕人的聲音,更遑論重視他們的意見。十二月二十日下午,民政局搞了一場所謂青年論壇,實質上只是一場不容許發問的分組討論活動。在場的官員既不回應問題,那些顧問公司亦不願與參與者對話。他們又將獲邀的參與者分成十多個小組,只許各小組就他們已劃分的細節(當中大多是關於硬件設施)表達意見,參加者根本沒有機會
就整體理念與內容提出看法,亦無法得知官方的詳細構思。

基本上完全沒有對話,如此諮詢只是一個騙局,利用參加者佯裝諮詢,實在令人憤怒!當他們見到立法會門外的年輕人,以為他們是一小撮的所謂憤青,卻不知道是他們這些不尊重年輕人意見的官僚們,用虛假的諮詢和討論,讓新一代的年輕人不再相信建制內有對話的可能性,並將他們推向街頭。

Legco should opt for cheaper express rail link

The week before Christmas saw unprecedented protests outside Legco in conjunction with a funding proposal for a public works project. The administration must be asking itself what went wrong with its handling of the express rail link project.

The answer should be obvious. It omitted any public consultation on the project and those
responsible for the project seemed more concerned in meeting Chief Executive Donald Tsang Yam-kuen’s pledge that construction would start before the end of 2009 than ensuring the delivery of a cost effective rail link would not use the West Rail tracks, the government rejected suggestions that alternatives should be considered to its pre-conceived decision that the terminus should be in West Kowloon.

Now that Legco has determined that construction cannot start before the end of 2009, it is
appropriate that legislators reconsider whether they should vote for funding HK$66.9 billion or voteto consider saving in excess of HK$20 billion (the administration’s estimate) by adopting a proposed alternative scheme for linking our local rail network with the national express rail network with a convenient interchange station in the New Territories.

With this scheme neither Tsoi Yuen Tsuen nor the residential properties in Tai Kok Tsui would be affected. More visitors and residents would have a shorter overall journey time between their destination and point of origin. Residents and businesses would avoid the anticipated traffic congestion and disruptive traffic schemes in Kowloon. The additional employment brought about by the railway will be to the area of Hong Kong where employment is most needed.

The scheme would have better public support and one has to hope that our legislators will vote accordingly on January 8.
